📖 The Policy's Unintended Result
A fictional reading club rewarded members for the number of books they finished. Soon several readers chose only very short books, while others abandoned longer books they enjoyed. The organizers had intended to encourage reading, but their measure rewarded one narrow result: completed titles. They revised the program to let members discuss progress, recommend a passage, or describe something learned. Counting books could still be one useful record, but it no longer defined success alone. The revised plan did not assume short books were bad. It recognized that a measurement can shape behavior in ways that differ from the original goal.
